This dress is AWESOME
First off, for a $25 costume, the material is pretty tough! It has some nice rips in it, but if you want them bigger, you'll HAVE TO use scissors to do the job.
It says one size fits most, and they're right! If you're a size 12-16... maybe 18 (I'm a 14), it'll fit! You just may want to put this dress on over your head. Since it's a halter dress, it'll fit almost anyone without being too tight.
